③未经稀释的排出物含油量不超过百万分之十五;

⑤对于油轮而言,油性混合物未与油类货物残余物混合。
2、自2025年1月1日起,油轮在红海和亚丁湾特殊区域内禁止将货油区的油类或油性混合物排放入海。但清洁压载水或隔离压载水的排放不适用该要求。
03 Amendment to Annex I of the International Convention for the Prevention of Pollution from Ships (MARPOL) (Regarding the Designation of the Red Sea and the Gulf of Aden as Special Areas)

The discharge requirements in Articles 15.3, 15.5 and Articles 34.3 to 34.5 of Annex I of MARPOL regarding the special areas of the Red Sea and the Gulf of Aden are established.
Please Note:
As of January 1, 2025, ships of 400 gross tonnage and above are prohibited from discharging oil or oily mixtures into the sea in the special areas of the Red Sea and the Gulf of Aden, unless all of the following conditions are met:
① The ship is underway;
② The oily mixture is treated through oil filtering equipment that meets the requirements of Article 14.7 of Annex I;
③ The oil content of the undiluted discharge does not exceed 15 parts per million;
④ The oily mixture does not come from the cargo pump room bilge of an oil tanker; and
⑤ For oil tankers, the oily mixture is not mixed with oil cargo residues.
As of January 1, 2025, oil tankers are prohibited from discharging oil or oily mixtures from the cargo oil area into the sea in the special areas of the Red Sea and the Gulf of Aden. However, the discharge of clean ballast water or segregated ballast water is not subject to this requirement.

The EU countries and the EC jointly proposed designating the entire Mediterranean Sea as a whole as a sulfur oxide emission control area (ECA) to improve the impact of air pollution, adverse human health consequences and ecosystem damage in the Mediterranean Sea area caused by ship emissions. International ships navigating in the Mediterranean Sea emission control area shall meet the requirements for SOx/PM no later than May 1, 2025.

主要更新内容:
1、MARPOL附则VI第2、14条和附录I的修正案修订了气体燃料的定义,第18条修正案将加油记录单(BDN)要求适用于气体/低闪点燃料。使用气体或低闪点燃料的船舶成员建议确保加油记录单中包含最低限度的信息。 根据MEPC.385 ( 81 ) 决议,燃油是指交付给船上并在船上使用的任何燃料。而根据MEPC.328 ( 76 ) 决议,燃油原来的定义为“燃油系指为了船舶推进或运转而交付船上的用于燃烧的任何燃料,包括气体、馏分和残渣燃料”。此外,MARPOL公约附则VI新增第2.1.33条气体燃料定义,即气体燃料是指在温度为37.8 ℃时,蒸汽压力绝对值超过0.28 MPa的燃料。这两个定义的变化适应了目前船用替代燃料的发展趋势。
2、MARPOL附则VI第13.2.2条的修正案明确,用柴油发动机替代蒸汽系统被视为重大改装,而非小修改。如果需要安装TierIII发动机,但允许安装TierII发动机作为替代品,主管机关必须向国际海事组织报告。成员需要注意,在2025年8月1日这些修正案生效后,用船用柴油发动机替代蒸汽系统需要遵守MARPOL附则VI第13条及其修正案。

The amendment to Annex VI of MARPOL (MEPC.385(81)) involves revisions to the definition of fuel oil, replacement of marine diesel engine steam systems, accessibility of IMO DCS data, incorporation of transport workload data into IMO DCS and improvement of the granularity level, etc. The amendment will come into effect on August 1, 2025. Considering the integrity of CII data, it is recommended that countries implement in advance as of January 1, 2025 the amendment to Appendix IX of Annex VI of MARPOL regarding IMO DCS.
Main Updates:
The amendments to Articles 2, 14 and Appendix I of Annex VI of MARPOL revise the definition of gaseous fuel, and the amendment to Article 18 applies the requirements of the Bunker Delivery Note (BDN) to gaseous/low flash point fuels. Shipowners using gaseous or low flash point fuels are recommended to ensure that the minimum information is included in the bunker delivery note. According to the MEPC.385(81) resolution, fuel oil refers to any fuel delivered on board and used on board. According to the MEPC.328(76) resolution, the original definition of fuel oil was "Fuel oil means any fuel delivered on board for combustion for the purpose of propulsion or operation of the ship, including gaseous, distillate and residual fuels". In addition, Article 2.1.33 of Annex VI of MARPOL newly defines gaseous fuel as fuel with an absolute vapor pressure exceeding 0.28 MPa at a temperature of 37.8 °C. These changes in the definitions adapt to the current development trend of alternative marine fuels.
The amendment to Article 13.2.2 of Annex VI of MARPOL clarifies that the replacement of a steam system with a diesel engine is regarded as a major modification rather than a minor modification. If it is required to install a Tier III engine but a Tier II engine is allowed to be installed as a substitute, the competent authority must report to the International Maritime Organization. Members need to note that after these amendments come into effect on August 1, 2025, the replacement of a steam system with a marine diesel engine shall comply with Article 13 of Annex VI of MARPOL and its amendments.
The amendment to Article 27 of Annex VI of MARPOL allows the International Maritime Organization to share ship fuel consumption data with analysis and consulting companies and research institutions in a non-anonymous form under strict confidentiality and with the consent of the company.
Incorporate transport workload data in Appendix IX and refine the types of data to support the effective and efficient review of the CII rules and relevant guidelines.

The Guidelines for Non-Identical Replacement Diesel Engines Not Required to Meet Class III Limits in Article 13.2.2 of Annex VI of MARPOL in 2024 (MEPC.386(81)) revise and replace the 2013 guidelines (MEPC.230(65)).
Supplement the situation of replacement of marine diesel engine steam systems;
Develop a reporting template for reporting to the IMO when it is infeasible to install a non-identical replacement engine meeting the Class III NOx limits and a Class II engine is installed instead;
Invite the competent authorities that find it infeasible to install an engine meeting the Tier III NOx limits before August 1, 2025 to use the template specified in the appendix of the guidelines to notify the IMO of the relevant decisions.

1、《2009年香港国际安全和无害环境拆船公约》将于2025年6月26日生效,该公约适用于悬挂缔约国国旗的500总吨及以上国际航行的船舶,和缔约国管辖范围内作业的拆船厂。公约中的规定涵盖船舶的设计、建造、运营以及为安全和无害环境拆船做准备,旨在确保拆船不会对人类健康、安全或环境造成不必要的风险。
2、2025年6月26日及以后建造的新船将需要在船上配备经批准和认证的有害物质清单(IHM)。2030年6月26日,现有船舶也必须配备经批准和认证的IHM。
3、自公约通过以来,海洋环境保护委员会(MEPC)制定并通过了以下指南,以协助各国实施和执行《公约》的技术标准:

09 Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009

The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 will come into effect on June 26, 2025. This convention applies to ships of 500 gross tonnage and above engaged in international voyages flying the flag of a contracting state and to ship recycling yards operating within the jurisdiction of a contracting state. The provisions in the convention cover the design, construction, operation of ships and preparation for safe and environmentally sound ship recycling, aiming to ensure that ship recycling does not pose unnecessary risks to human health, safety or the environment.
New ships constructed on or after June 26, 2025 will be required to be equipped with an approved and certified Inventory of Hazardous Materials (IHM) on board. On June 26, 2030, existing ships must also be equipped with an approved and certified IHM.
Since the adoption of the convention, the Marine Environment Protection Committee (MEPC) has developed and adopted the following guidelines to assist countries in implementing and enforcing the technical standards of the Convention:

Guidelines for the Safe and Environmentally Sound Recycling of Ships - MEPC.210(63);

10《海员培训、发证和值班标准国际公约》(STCW)和规则修正案

2、MSC.540(107)修正了STCW公约第I/1条“定义和说明”和第I/2条“证书和签注”。主要修正了关于证书“原件”的定义,将证书原件由以前的“纸质证书”扩充至“纸质或电子格式证书”,以允许使用电子证书,并在第I/2条增加脚注“参阅《海员电子证书使用导则》(第MSC.1/Circ.1665 号通函)”。
3、MSC.541(107)修正了STCW规则第A-I/2节第4段,有关证书的规定:①在规定中提到的正面、背面和附页不适用于电子证书和签证;②电子形式的证书和签证不需要主管机关盖章(official seal)、船员的照片和签名。
10 Amendments to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) and the STCW Code

To support the global digitalization trend, the IMO has amended the STCW Convention (Articles I/1 and I/2) and the STCW Code (Section A-I/2).
MSC.540(107) amends Article I/1 "Definitions and Explanations" and Article I/2 "Certificates and Endorsements" of the STCW Convention. It mainly amends the definition of the "original" of a certificate, expanding the original certificate from the previous "paper certificate" to "certificate in paper or electronic format" to allow the use of electronic certificates, and adds a footnote "Refer to the Guidelines for the Use of Electronic Certificates for Seafarers (Circular No. MSC.1/Circ.1665)" in Article I/2.
MSC.541(107) amends Paragraph 4 of Section A-I/2 of the STCW Code regarding certificate provisions: ① The front, back and attached pages mentioned in the provisions do not apply to electronic certificates and endorsements; ② Electronic certificates and endorsements do not require the official seal of the competent authority, the photos and signatures of seafarers.
